BIAAPA Jurisdiction — What It Means for Buyers
Devanahalli falls under BIAAPA (Bangalore Airport Area Planning Authority) — not BBMP (Greater Bengaluru Authority) or BDA. BIAAPA was constituted under the Karnataka Town and Country Planning Act to govern planned development in the Devanahalli–KIA corridor. All building plans, layout approvals, and occupancy certificates for this project will be issued by BIAAPA, not any BBMP or BDA authority. Buyers should verify BIAAPA sanction status when conducting due diligence.
Township RERA Track Record — Barca & Barca II
Milan at Godrej MSR City is Phase 3 of the Godrej MSR City township developed by M S Ramaiah Ventures LLP. Phases 1 and 2 — marketed as Barca and Barca II — are already K-RERA-registered, with construction commenced. This means:
- The developer's RERA registration as a developer entity is already on record with Karnataka RERA.
- Buyers can review Barca and Barca II RERA certificates on rera.karnataka.gov.in to assess the developer's compliance history.
- The RERA escrow account model (70% of collections held in escrow for construction) is a framework the developer has already executed under for earlier phases.
While Milan itself is pre-RERA, the township's live RERA footprint reduces — though does not eliminate — developer risk compared to a first-project developer.
Karnataka RERA Act: Buyer Protections
- Possession date: Once K-RERA is issued, the developer is legally bound to the RERA-declared possession date (or pay interest on delay).
- Escrow account: 70% of sale proceeds must be deposited in a ring-fenced RERA escrow account for construction use only.
- Specification lock: Specifications disclosed in the RERA registration cannot be changed without buyer consent.
- Grievance redressal: Buyers can file complaints with the Karnataka RERA Authority (RERA Officer or Adjudicating Officer) for delivery delays, specification changes, or disputes.
- Title disclosure: Developer must disclose clear title to the land before registration.
